They can't. Muggles have no magical blood and therefore cannot do magic. However, squibs can sometimes learn magic from special courses so perhaps this would work with muggles. Although ,no indication has ever been made that muggles can become magical other than through birth i.e. just being born magical. However, there is the situation albeit rare where magical abilities may for some reason stay dormant through adulthood. When these abilities surface it may seem to everyone involved that the impossible happened, a muggle became a witch/wizard!

Is the child of a two muggle born wizards a muggle born or a half-blood?

They are considered half-blood. A witch or wizard is only considered muggle born if neither parents have magical abilities. If two muggle-borns have a child, both of them have magicial powers which means they cannot be muggle-born. They are also not pure-blood because their grandparents are muggles. There is no actual occurrence of a wizard or witch with two muggle born parents within the book, but the odds are very much against there never having been two muggle-borns in the entire Wizarding World that got together and procreated.

In Harry Potter what is a mud blood?

There are many terms used in the Harry Potter series to describe magical and non-magical people. Magical people are referred to as witches and wizards. Non-magical people are referred to as muggles. A pure blood has no trace of muggles in his ancestry. All of his family, including both parents are wizards. (Ron, Sirius, Draco, Neville) A half blood has one muggle-born parent and one wizard parent. (Harry, Voldemort) A mudblood is a derogatory term used to describe someone who is born with muggle parents, but are born with the ability to perform magic. (Hermione, Lily Potter) A squib is someone who has wizard parents but does not have the ability to perform magic. (Argus Filch, Dumbledore's sister Arianna.)
