Before we can discuss getting rid of ghosts, we must first define what a ghost is and what makes them want to stay. A ghost is generally the spirit of a living person that did not cross over when that person died. They might also include dark entities that never had a body, but for the most part, it refers to the remaining spirit of a deceased individual. The reasons they stay behind include guilt, fear, unfinished business, trauma, confusion, spiritual fragmentation, desire for revenge, jealousy, love, a desire to protect another, solve the mystery behind their own death, etc. So ghosts stay behind for the same motives of things the person did while alive. Related to this is the phenomenon of possession. A person, place, or object can be possessed by ghosts and/or demons.
So when we realize that ghosts have reasons for staying behind, then it makes sense that we have to help them solve their problems if we expect for them to move on and continue their spiritual journey. If we can communicate with them, then we can begin a negotiation. It starts by getting them to tell their story to us. If emotions are holding them here, then they have to let go of them. So they have to work through any hatred, guilt, fear, shock, denial, hurt, jealousy, or whatever.
If it is a goal holding them back, then you may have to do what they want done or convince them it is unnecessary. For instance, if they need the right person to go to prison for killing them, then they can provide the cues. The challenge would be getting law enforcement to take you seriously. Even worse would be if they have the wrong person behind bars for the crime. No police officer, prosecutor, or judge would want to admit that they put the wrong person behind bars.
If they are staying on behalf of another, then you'd have to convince them that their loved ones are safe, capable, and in good hands. If there is jealousy, that would have to be overcome so they can accept that their loved one has a life or another lover and continue on their spiritual journey. They would have to realize that their role is mostly over in that person's life.
Spiritual fragmentation is a special problem. In that case, you'd have to help them find all their pieces and convince all the pieces to come together. One might have to first talk to all the fragments and get their parts of the story as much as possible, and then trying to convince them all to merge. According to some who do this sort of work, they say that a spirit won't cross over unless it has all its parts.
Take the story of an apartment complex the author once lived in. Several different people who had lived in room 13 of that complex said a young girl came to them in the middle of the night. There was no way anyone could get into the apartment. The last to tell of her said she was alive in the late 1800's and her parents threw her out because they could not afford her. There was nothing a girl that age could do to legally support herself, so she worked as a prostitute to afford the room. Apparently, one of her clients murdered her. What held her in the apartment was guilt and fear. She heard many people condemn prostitutes and say they were going to burn in the Lake of Fire forever. So she refused to continue her spiritual journey out of fear she would burn in Hell. So the pagan lady who communicated with her likely convinced her that she would not burn in Hell or that she was already in such a place of her own making. An argument that might work in such a case is that she was under the age of accountability and had no choice but to do her line of work.
Of course, if you don't know what to do, feel your life is in danger, or feel you are over your head, then you would have to get another to do this. If you can find a priest who is willing and able to do this and who can secure the authority to do so (ie., from Rome if they are Catholic), then you can get an exorcism done. There are also shamans and other spiritual healers, but you have to be very careful here, since most are likely fake. So you would need references. However, you cannot go by reputation alone since a few of the large names have been proven to be fakes. One has been banned from ever appearing on Coast to Coast AM as a guest because she was allegedly caught in a false prophecy on the air. She allegedly said some children that were trapped in a disaster were still alive. It turned out that they were found dead despite the prediction that they would be rescued in time. It could be that she was not intending to perpetuate a fraud. It is possible that she had lost her abilities, assuming she had any in the first place.
As ghost have no existence nor do spells the question is pointless.
