You can only summon people if they're in a group with you. So first, click on their character and right click on their information at the top of the page and ask them to join your party. Once they're in your party, you can click on their name on the left side of the screen and one of the options is to summon them. If you do choose to summon, the person that is being summoned will have an option of coming or not.
