it is Endora.
Endora's husband on "Bewitched" was named Arthur. However, he never appeared on the show, and his presence was only mentioned in dialogue. Endora, played by Agnes Moorehead, was the mischievous mother of Samantha Stephens and often expressed her disdain for Samantha's mortal husband, Darrin.
Agnes Moorehead found the name from the Bible, believe it or not. I'm not sure of which story from the Bible, but it mentioned a 'witch from Endor'. I read this in Agnes' biography by Charles Tranberg.
Phyllis Stephens who was portrayed by actress Mabel Albertson.
Agnes Moorehead
Endora, the senior Witch, was played by Agnes Moorhead, well known for freaky or occult roles. I seem to recall in a movie version Hermione Gingold ( not the same Hermione in the Potter books) played the older maternal Witch, a sort of Sybil Leek type. Hermione Gingold was noted for COMIC occult roles.
