Witch schools like Hogwarts don't really exist, however, many Colleges have classes in herbalism (something a lot of witches use), or in comparative religions, which will cover Paganism among others.

If you are looking to train as a witch, and feel you have a talent for it, there may be people in your area who might be willing to teach you.

You will need first to find a practicing pagan group, then approach them for membership.

You may be required to attend meetings and Rituals for a "year and a day" before you can officially start your training.

Be selective in your search, not all people are suited to all groups, so the "year and a day" will give you time to be sure this is the right path for you and the right teachers.

Yes! There are several schools for Witches. Real, funded schools you attend just like any other school in North America. Only difference is besides regular subjects they have classes on Majic, spell casting, herbalism, etc.
