This is clearly a fabricated or made-up neologism for, conceivably animals with extremely soft flesh or body parts, which do not stand up if captured, possibly an analogy with the word Flannel. It could also refer to such animals excreta or waster which might have a sort of nebulous or cloud-like aspect. I am not familiar with this as an orthodox zoological term, have never seen in in any Crypto-Zoological tome either such as those of Ley, Shuker, and the (Fate) gang.
