in twilight it says (sorry for the spoilers) that in la push Jacob Black's great grandfather found the Cullens feeding on their lands but they noticed that they were feeding on animals and not people. So his great grandfather put up a treaty that says that the Cullens could not pass over into La Push and they could not bite humans to change them there you go at least some one knows the books and the movie by heart (im a twilight nerd)
