The "someone" could be an individual such as a co-worker or supervisor, and the "shooting" might symbolize that person "shooting off his mouth." But it could just as well represent an anonymous bureaucracy or a corporation that feels hostile and aggressive.

Another note: The shooter does not necessarily represent a person. You feel threatened in your waking moments (subconsciously?) by whatever the shooter represents. Being shot down.
