No, this is another of the many fake quotes that are found on the internet. My copy of "Dreams From My Father" contains no such quote; in fact, the website snopes.com has addressed some of these fake quotes. I enclose the link.

They are both correct in certain usage. "Book of quotes" would be correct in describing a book containg a collection of quotes. A "book on quotes" would be a book on the history of quotes or how to quote someone.
