a ghost appears to someone to inform; information, warning, say goodbye, or to let you see them for the last time. demons are fallen angels that were thrown out of the heavens by God to earth where they continue misleading, damaging, killing or frightening people so that they cannot be Gods children anymore and/or preventing them to know God and do the right thing. Since demons lost they right in heaven they want people to lose it too!
Ghosts are demons in disguise. The Bible does not imply anywhere that there are ghosts! Demons can create miracles and do all sorts of funny stuff, so they easily pretend to be ghosts. They've tricked so many people this way.
Jesus taught that during the Resurrection, He was going to raise all the saints and evil people. He wouldn't say this in Revelation if those people were already in Heaven or Hell or even on earth. The Bible also teaches that when a person dies, they turn to nothingness and awaits the Ressurection. Every single body. There is no "restless" person. They are dead, and that is that.
No matter how hard this may be to accept, especially if you've lost a someone important to you and feel more hope because you believe they are coming back to comfort you, you have to accept it because it's the truth.
