Actually, I think our subconcious pick cards..remember the law of attraction? Subconcious knows all answers,your past, your future and everything else. So when you use tarot,our subconcious mind choose the best cards for us which represent our future.
I somewhat agree with that but I believe it to be our spirit or "soul" that knows all. That spirit is able to connect to those in the higher spiritual realms and they in turn guide and cards and us as we do a reading.
