I would say Hitler. He is the worst person I can think of. He tried to wipe out the entire Jewish race. He put the whole world into war. Sure, some Jews killed his family, but that was only a few, not the whole Jewish race! He pulled Jews out of they're homes, men; women; and children. He tortured them. He worked them to the bone without feeding them. He would strip them down naked and burn them alive! If they made a mistake, they were usually killed. The Nazi's that fought with Hitler weren't as bad, but they weren't to far off. They treated Jews just as bad as he did. I can't imagine anyone in the world worse than Hitler...

Ok Ok, true true. But what about Voldemort? He is pretty evil and scary...

This is a matter of opinion, but it's not Bin Laden. He's dead.

Actions are evil, not people, therefore a person can be very good, and capable of evil actions. A child is born without knowledge of evil, but is taught the mistrust, and hatred that lead to evil actions....Subsequently, a person that has committed an evil act could still be a provider, or friend, or stand up citizen. There is not a single concept for evil.

Over the centuries there were quite a few evil people: Emperor Nero, Adolph Hitler, Osama bin Laden, and anyone else who would order the death of people in the name of a god or ideal.
