No you can't Bring anytype of fluid on a plane...
You can take one bottle of wine per person on the ship to drink while you are on -board. If you purchase any alcohol while in port, they will check it in when you re-board and will send it to your room the night before the cruise is over. If you are trying to save money on alcohol, I know people who have snuck alcohol on the ship in water bottles and such. If they notice that the bottles have been open they will make you dispose of the bottles before you board.

Yes, you can bring champagne on a plane, but there are regulations to follow. The alcohol must be in containers of 3.4 ounces or less and placed in a clear, quart-sized plastic bag. Additionally, it is recommended to check with the airline for specific rules and restrictions on bringing alcohol on board.

Clinton

Of course the President of the United States is allowed to drink alcohol--unless it is against his o her religion or personal convictions. There is no law stating the Pres or any elected official, is forbidden to drink alcohol. At least not that I have ever heard. And lots of Presidents have had alcohol while in office. Including the Oval Office.
