Kegs themselves aren't usually refrigerated, but they're often kept someplace relatively cool. The beer is chilled when it flows through the fill lines.
To chill beer quickly for a last-minute gathering, wrap the bottles or cans in a wet paper towel and place them in the freezer for about 15-20 minutes. The moisture from the towel helps cool the beer faster. Alternatively, you can also fill a bucket with ice and water, then add salt to the mixture to lower the freezing point and chill the beer in about 10-15 minutes.
Beer, beer, beer, and beer.
