Depends on where he comes from. If from the rain forest like the RedFoot, then yes. But most tortoises will get the water they need from the greens they eat. However, if you are keeping it as a pet it is smart to soak your tortoise in a shallow bowl (water should come to the turtles chin) every month or so. This way you are sure they are getting all the water they need.
