on blue(which is the same) you need to beat story mode first and then get articuno(i don't know if this is true but i got articuno first) the go up mount tunder with 1-2 Pokemon both body size 1. the battle him, if you started with a grass type teach it bullet seed and use it 2-5 times i should KO him! when you get him he is lvl 45.
