To reach the 4th floor in Banjo-Tooie, you need to first obtain the "Conga's Jungle" and "Mumbo's Mountain" abilities. Then, use the "Claw Clamber Boots" to climb up the walls in the "Grunty Industries" area. Once you reach the appropriate height, use your jumping and climbing skills to access the 4th floor.
