No. Propel is not a substitute for water. Propel is good for you when used as a supplement to regular water. Water flushes and cleanses the body. You wouldn’t take a shower in propel and expect to be clean.
Propel can be good for you in some ways. After you exercise propel hydrates you. Do not drink during a sport involved with lots of running like basketball. The acid makes your stomach ache. So in ways it is good. And some ways no.

i don't think so. It is bicarbonate and im guessing that the bubbles are good for the plant. besides flavored wwater has sugar and plants use water to make their own sugar so i think watering it with flavored water is redundant

Yes it is. All water, no matter what brand or flavor, is in fact good for you. However, flavored water can often be high in sugar, so best to stick to plain water or perhaps fruit juice.

Strawberry Kiwi, Raspberry, Wild Berry, and Citrus Fruit. I like the Raspberry best. The Strawberry Kiwi was okay. I've never tried Wild Berry or Citrus Fruit. I like all the Flavored watery stuff, It is so Good! I don't know how much I have Tried, but they are good! Anyone who has never tried Flavored Water Should Try It they are Really Good. and So far Sweet! But I'm not sure if it's Auqufina, maby just Regular!
Yeah, I play saxophone and a couple of my friends have had flavored reeds. I'm sure they're nothing serious, just the usual strawberry and mint, stuff like that. But I don't know how good they taste!

Sure. Flavored water basically has no calories but serves as entertainment for your mouth. If it does have calories (look at the label) then it can contribute to your overall caloric intake. But even if it does have calories, the caloric content is usully low and won't be a major calorie-contributor to your diet.
