Yes, mead is alcoholic. It consists of fermented honey and has an ancient history.
The fact of the matter is that anything containing sugar, and under anaerobic conditions (ie, without oxygen), can ferment to alcohol if yeast is present.
I can only guess that it fermented to about 12% alcohol in olden days with the strains of yeast that occurred naturally at that time. With today's yeast strains it could probably be boosted to about 18% without distillation.
