No. It has been engineered and designed like a real car, but until somebody comes up with the money to build it, it will only exist in Gran Turismo 5. We are talking about a budget of millions and millions, perhaps even billions of dollars to build something like that.
Plus, if it where built exactly the way the prototype was engeneered it would be hard to find a driver capable of withstanding the G-forces this car would be able to create. Even most Air Force pilots would probably faint after a few curves.
