I'm not sure it's for regulating the the flow. I think it may be there to prevent someone from easily replacing the contents with, say, water.
The plastic bottles are hazardous to the environment and for the future of our kids, we have to have alternative containers that are both eco-friendly and better than plastic bottles as a one-time recycleable containers. Another downside to plastic bottles are that not enough people recycle them so that they could be used again.
Plastic bottles are mostly recyclable
Plastic bottles, atlhough originally made from petroleum, do not leach oil; the oil has been transformed into plastic and there is no oil in the plastic. Plastic bottles may, in some cases, leach bisphenol A, which is a plasticising agent (i.e., it is used to make the material more flexible).
Most plastic bottles are a mix of new and recycled plastic.
Plastic is often used in the outer layer of products like containers, bottles, packaging, and wrapping materials. It provides protection, durability, and insulation while also allowing for visibility of the contents.

PET plastic bottles are generally considered safe for single use and do not leach harmful chemicals into the contents when used as intended. However, reusing these bottles or exposing them to heat can increase the risk of chemicals such as antimony leaching into the liquid. It is recommended to avoid reusing PET bottles and opt for other types of containers for long-term use.
It is not safe to melt plastic bottles at home due to the release of toxic fumes. It is recommended to recycle plastic bottles instead.
Most recycled plastic bottles are recycled into... plastic bottles, especially PET plastic, the one with the Number 1 in the triangle. Other kinds of plastic bottles can be again made into similar plastic bottles, or they can be "downcycled", that is, combined with other plastics to make things like garbage bins and garden furniture.
Well, plastic is made from used plastic bottles so I guess that they want to recycle.
Milk bottles have clouded plastic because that type of plastic is stronger than others.
