Kuder Brown was a man living in the confederate south during the time of the American Civil War. He had family on both sides of the Mason-Dixon line and so did not want to fight for either the north or the south for fear of fighting family. So, in order to be found unfit for duty, he stayed drunk for the entirety of the war. Hence the saying - "drunker than Kuder Brown".
