Because you don't know how to tune one, and/or dampen one to your liking.

He played a drum set that he still owns. The fun fact about the drum set is that the bass drum has a zipper on the front. Back then, they didn't have tour buses so with musicians, instruments, and luggage, sometimes it was hard finding room in the car. W.S. designed the zipper on his bass drum to put his clothes in when on tour.
It really depends on the type fo snare drum. For example parade drums are meant to be loud, but piccolo is a quieter drum due to its size. In the drum family, yes it probably is the loudest in perspective, but depending on how hard you hit it, it could be the bass drum as well.

I've never had this problem so this is just a guess. You know the beater on the pedal try moving it up so there is more force hitting the drum. What make is the bass drum? Size? I'd loosen it off, you don't want it too tight. As i said this is just a guess, because I've never had this problem, my kick was too loud so i used a pillow to dampen the sound Hope I Helped :L
get stretchy material an a steel bucket.put the material on the part of the bucket where its open.then make the material real tight and get a rubber band to put around the material. You could also find some old boxes, ice crem contaniers, some old hard cover books etc. If you want a bass drum you could find a box maybe a old patato box there big enough. Find some cardboard cut a piece out maybe 15 cm's long find an old sock to soften the sound. Tape the pedal to the bottom of the box with duck tape, place the sock on top of the pedal than tape your bass drum to the floor. You could also use pencils for drum sticks or buy some real ones while your there buy a drum booklet and learn there! get 2 metal containers and get something that is soft to put around your neck.then grab some glue and get creative:D
