Tornadoes do not occur in polar regions, because the cold air does not provide enough energy. They do not occur in extreme desert regions because there is not enough moisture to fuel the right kind of thunderstorm.
Tornadoes are produced by complex interactions of a thunderstorm's main updraft and other air currents in and near the storm. Only a thunderstorm can supply the necessary power in a small enough area.
Tsunamis and thunderstorms are completely unrelated phenomena. It is definitely possible for a thunderstorm and a tsunami to occur in the same place at the same time, but it would be entirely by coincidence.
