Polar
Water is a highly polar molecule which means that one side of the molecule is slightly positive and the other is slightly negative. This means that water molecules are attracted and can form weak bonds with molecules that also have positive sides and negative sides (polar molecules). Basically, the positive side of the water molecule is attracted to the negative side of the polar molecule and the negative side of the water molecule is attracted to the positive side of the polar molecule. Is this way the water is able to surround and separate the polar molecules. The story is much the same for an ionic compound which contains a mixture of positive and negative ions. The positive side of the water molecules surround the negative ions and the negative side of the water molecules surround the positive ions.
Molecules that have partially positive and negative regions are called polar molecules. Polarity results from an unequal attraction of electrons between the atoms that make up a molecule. The electrons are more drawn towards atoms with a higher electronegativity, thus making these atoms partially negative.
Because in an unbalanced system, the positive end a positive charge, and the negaticve end has a negative charge. Though current (which is reletive to the "positiveness" of an area) flows from positive to negative, electrons flow from negative to positive.

Water is a polar molecule and hexane is non-polar. This means that water has positive charges that grab on to the negative-chlorine and water has negative charges that grab onto the positive-hydrogen. This pulls the hydrogen and chlorine apart as positive and negative ions. The these positive and negative ions can move around separately as positive and negative electrical carriers. In hexane the hydrogen and chlorine are locked together, a single neutral molecule and no charged ions. Any positive movement of the hydrogen is locked to the negative movement of the chlorine, so any movement balances out to zero charge movement and zero electrical movement.

The water molecule has a partial negative and partial positive charge because it is a polar molecule. Electrostatic attraction between the partial negative and partial positive molecules gives the water molecule its partial charge.
there has to be a negative charge in the molecule as there is a positive charge. there is a negative charge and when it and a positive charge gets together it forms something that makes the charge neutral
