Sometimes. In convergent/destructive plate boundaries, before larger earthquakes occur, the movements of the plates will result in smaller earthquakes. When the plates finally collide into each other, shockwaves will radiate out from the epicenter and cause the larger earthquake.

In transform plate boundaries, the two plates rub against each other and the shockwaves causes the plates to move.

Basicly the earth is made in layers, and the layers below us are made of constantly moveing plates. When two plates hit each other this will cause an earthquake.
