Oh yeAH they can cause damage to buildings and houses and cause garbage to pile up. ** Yes, not only do you have the chances of drowning, but there is no longer much fresh water to drink as it is all under water and the possibility of contamination is high. Also raw sewage can be mixed with the flood waters and disease contamination is also high. The longer an area stays flooded, the longer it is to restore these resources.

There are both. Usually, flooding is bad, however, some societies depend on their river flooding to nourish the land. A good example is the ancient Egyptians whose survival depended on the Nile flooding.
