Yes, littering can definitely cause flood. Why? Because when you litter everywhere over and over again, the trashes will block many waterways that lead to rivers, lakes, seas and other waterbodies. When heavy rain comes, it will not be able to flow to the waterbodies because of the blocking from the trashes. This will make the water rise and rise which we call floods.
