It only exists because drinkable alcohol is subject to high liquor taxes, and for industrial purposes, the tax makes it prohibitively expensive. Poisoning it makes it non-drinkable, and non-taxable.

generally a drink will be labeled with the percentage of alcohol in the drink for example if the label says the drink is 10% then 10 mls out of every 100 will be alcohol

Denatured alcohol wasn't "discovered", it was created. It's a mixture of ethanol and something else to make it undrinkable (and therefore avoid paying alcohol tax on it).
