We don't know how to predict earthquakes. Given California's history and that it is on a fairly active fault line we can say that it will certainly continue to have earthquakes and at some point there will be a big one.
But as to when, no one knows.
Well... I can't say that it's at HIGH RISK for earthquakes. But, since I've lived in San Francisco, we do have around 20 2.0 to 4.0 magnitude earthquakes a year. So technically California is at a high risk for small magnitude earthquakes;). I hope that answers your question.
