The relationship between wavelength and energy depends on the type of wave. For electromagnetic waves, the shorter wavelengths are associated with higher energy levels. It's what we call a "photon". Its energy is the product of its frequency and Planck's Konstant. No smaller bundle of energy can exist at that frequency.
The phrase "energy is quantified" means that energy comes only in certain electromagnetic wavelengths. In addition to being continuous, energy can also be discrete, or come in quanta, or "packets" of electromagnetic radiation.
