Hmmm, well lets see, there is hot wind (on a sunny day, not always though) and theres cold wind (windy, cold, days). Technically wind makes heat, while sometimes it doesnt, most of the time it doesnt because wind is a form that doesnt control the heat, go outside on a sunny day its going to blow wind on you that feels cool. I would say no heat is not from wind or is made/created by wind

Yes. Examples are on-shore and off-shore winds. In the morning the land heats up more quickly than the water resulting in convection over the land which draws in air from over the water (the on-shore wind). Then in the evening the land cools more quickly than the water resulting in a reversal of the effect.
