NoWhile shining intense UV light on ice will cause it to melt, that is not an important cause of the ice caps melting. First, there isn't so much UV light reaching the surface of the Earth (thanks to ozone in the atmosphere), and second there are other effects that are much more significant (greenhouse gases and the increasing average temperature of the earth for instance).

The thinning of the ozone layer that is referred to as the ozone hole, only occurs during the winter months above each pole. This means that even if UV-B did help melt ice, the issue would be nullified by a lack of sunlight during these periods. The hole repairs itself as soon as the sun is restored.

The Arctic fringes have indeed shown some melting since we began to be able to measure such issues in 1979. The data is far too incomplete to make honest assumptions as to why this is happening, just as the data as to why the Antarctic is still gaining ice is too incomplete to disprove that global warming exists.

In terms of actual melting, only the Arctic is doing so currently.

Yes, a little, but most UV rays are reflected from snow and ice. Fresh snow has an albedo (reflectivity) of almost 100%. Polar ice caps are melted more by the warming atmosphere of the earth.
