I have just solve this problem with my goped.

There are many reasons why it get flooded. but first thing you should check is to lean the L (Low) fuel.

To do that, screw L screw in all the way. and unscrew (1 1/2) turns, dry the spark plug and clear the piston by holding goped upside down with 20 pulls. then put back the plug and pull start it.
