i think that when the water reaches the surface, it dissolves into the ground which is called infiltration (the movement of water through soil) which then flows down from the tiny spaces in the bedrock and then it forms into a ground water, which is then released into and ocean or a lake.

Groundwater is water located beneath the ground surface in soil pore spaces and in the fractures of lithologic formations whereas Surface water is water collecting on the ground or in a stream, river, lake, wetland, or ocean.

Ground water and surface water are basically the same resource. They are linked together through their hydrologic cycle and are functionally interdependent.
