Earth does not have any rings because The gravitational pull between the Earth and moon would eventualy cause all of the particles of ice/dust to fall onto the surface of the Earth and/or Moon.

This collision is thought to have created the earth's moon. In the time after the collision, and until the moon formed, the debris around the earth would have looked like rings if observed from other planets.
