Earth does not have any rings because The gravitational pull between the Earth and moon would eventualy cause all of the particles of ice/dust to fall onto the surface of the Earth and/or Moon.

Generally speaking, the earth has not had rings like Saturn. However, at one point, when the earth was forming (proto earth), it was thought to have collided with another planet the size of Mars. This collision is thought to have created the earth's moon. In the time after the collision, and until the moon formed, the debris around the earth would have looked like rings if observed from other planets.

Yes it did actually.

When an asteroid about the size of mars (now known as our moon) crashed into earth, that spewed out many pieces of rock, magma and etc. It all was stuck in the earths gravitational pull until it all formed back together into our moon.
