A big storm usually causes a crisis. A big enough wave, a tornado or mudslide (caused by a heavy rain) can kill and destroy property.

People get into crisis when their life is suddenly changed. A big storm can be life-changing in thousand ways: someone looses their life and the others mourn him (crisis upon lifeloss) someone is injured (crisis over changed body/disfiguartion) someone looses their home (personal income and security crisis), or your community is swept by so many crisis the local economy has decreased by several degrees (economy crisis/poverty).

If the storm is big enough, like Katrina was, it touches so many people it becomes a national crisis.

To start, hurricanes have very fast winds that can cause widespread damage. Worse, when a hurricane moves onto land it drives seawater onto the shore, causing severe flooding in coastal areas. Entire communities can be washed away. Seconds, hurricanes also produce torrential rain, which can cause major flooding inland and, in some areas, trigger landslides.
