You need to go to scenario editor and build the park terrain ONLY, Go back to the play mode and click on YOUR scenario that you just built, click on it and wait for december and try not to build any thing that doesnt involve snow, you dont want a beach and snow, right just build like alpines and mountains, and it should get your snow...
