There are large weights at the top or on each floor of the building that move back and forth opposite to the movement of the ground during the earthquake. There are also base isolators which the supports of the building sit on, and when the ground moves it just moves the isolators underneath the building and the building stays in place. Also steel frames help a lot, and if not steel then wood.
