There is a need for environmental police and no one to fill it. When was the last time you heard of anyone getting a ticket for littering, or spilling oil over the side of their boat? · Finally, citizens need to be proactive in reporting all spills even if it is a teaspoon of a harmful substance, whether it is theirself or another party involved.

That is easy. The quickest method is to stop dropping cars into our oceans.

Fortunately, this is a fairly rare issue out of all the real pollution issues we do face.

Ships dumping waste into our oceans is a far more real issue. Using Ocean water as coolant in old engines that leak oil is a far more real concern.
