One must also take account that if the area is subject to earthquakes alluvial plains are likely to shake more and the ground may turn to quicksand. Finally alluvial planes are frequently sources of precious mineral material (sand and gravel) and if you build over this you prevent the deposits from being used. Thus overall alluvial plains are not suitable to build on.
