It turns out, in "Halloween:ressurection" that michael had but someone else in his clothes, and then the medics put him in the ambulanse that drove them. So the girl/woman (can't remember her name) cut the head of the wrong person :O
In Halloween H20, Laurie Strode supposedly kills Michael Myers at the end of the movie by decapitating him with an axe. It is discovered in the next installment (Halloween: Resurrection) that she actually killed an ambulance driver, and that Michael Myers was still alive.
At the end of Halloween H2O, Laurie Strode chops the killer's head off with an axe. However, it is revealed in a later movie that unbeknownst to anyone, Michael Myers switched places with a paramedic, and that Laurie cut off the paramedic's head and not that of Michael Myers.
