Plowing brings up the good soil from beneath in order that the plants can get to the nutrients easily. However, if not planted, wind and rain will wash this good soil away leaving behind soil that will have to be left fallow in order that enough plants (as in weeds, etc...) grow and die in order to put nutrients back into the soil so that crops can once again grow to a healthy size. While crops can grow in poor soil, you also end up spending a lot of money on seed for a poor crop yeild. Hence, feilds must be left fallow at some point to get the nutrients back in the ground. The other means of getting those nutrients back in the ground is through fertalizer, but that can pollute our water table as well as lakes and streams if done too much due to runoff from the land. Florida uses collection ponds in neighborhoods to gather up that run off from neighborhood yards in order that the fertalizers used on lawns do not enter natural bodies of water. If soil is left too poor, then nothing will really grow in it that will hold it in place. This can result in a Dust Bowl as happened during the 30's in the central part of the United States. Modern farming practices prevent this from happening again. However, if there is a big enough drought, it could still happen again regardless.
