From what i can tell, it was made from erosion from the Cascade mountains, and the sediment floated over to that area, where a nonexistent volcano hardened the land with some leftover lava, and it suck there.

The name Deccan is an anglicised form of the Prakrit word dakkhin, itself derived from the Sanskrit word dakṣiṇa- (Sanskrit: दक्शिण), meaning 'South'.
