S waves do not travel through liquids because they cannot propagate in a medium without shear strength. This is due to the fact that S waves involve particle motion that is perpendicular to the direction of wave travel, and this motion is impeded in liquids.

S-waves stop when they reach the liquid outer core because liquids are not able to support the shear stress required for S-waves to propagate. S-waves rely on the solid state of materials to move in a back-and-forth motion, which is impeded in a liquid. This change in medium properties causes the S-waves to be absorbed or converted into other wave types, such as P-waves.


How does rain cause floods?

Excessive rain soon causes streams and rivers to fill up and overflow. This causes flooding if the excess water is impeded in anyway and can't drain away naturally. Usually larger ones will break into pieces which either burn up entirely or fall to the surface.
