It actually does snow in most countries in the world. Almost all countries in the mid-latitudes (and obviously all in the high latitudes) receive at least some snow every winter, while a surprising number in the tropics are capable of at least some snow due to high elevations.
Countries get a lot of snow because of weather patterns like cold air masses meeting warm, moist air. When these air masses collide, the warm air rises, cools, and condenses into clouds that eventually result in snowfall. Geographical features like mountains can also contribute to increased snowfall by forcing air to rise and cool, leading to precipitation.
Only countries near the equator with no high elevations would be included, such as most island nations, the nations of the Arabian Peninsula, equatorial Africa... Countries that can get snow on occasion that may be surprising include Sri Lanka, Vietnam, Australia, Tanzania, Mexico, Morocco, Iran (a whole lot of it in the mountains), and Jordan....and many others, really.

During may you will find snow at the North and South pole. It will also snow in high lying areas such as some mountains. Many people forget that while in May that while the Northern Hemisphere is experiencing spring (which in some places means there is still snow), the Southern Hemisphere is experiencing winter. As a result it can still snow in Northern parts of North America, Europe and Asia. And it will also snow in the Andes, other parts of South America, the Himalayas and other parts of Asia including China.
