That depends on how well cemented the sandstone is. If the cementation is very poor then the permeability rate is good to excellent. If the cementation is very good, then the permeability rate is poor. Cementation fills in the pore spaces between the grains. The cementation may be calcium or silica.
Impermeable means that stuff can't go through it. Wax is impermeable to water. Paper towels are not. Glass is impermeable to air. Mesh cloth is not. Some things are impermeable to one thing but not another. Clear plastic is impermeable to water and air, but not light. Lead metal is impermeable to x-rays, but not heat. Which layer is impermeable depends on what it is impermeable to.

because the sandstone is smooth and big
An impermeable layer is a layer which doesn't allow any substance to pass through it.
it has to be impermeable so it can line the aquifer without letting water straight through
Sandstone perms fairly well for a rock. It kind of sits on the boundary between "impermeable" and "semi-permeable." (Please note that "perms" is not a real word.)
Depends on the sandstone and the cementation holding the sand particles together. Generally speaking sandstone has a lot of interconnecting spaces between the sand particles which provides both porosity (ability to hold other material frequently water in geological areas) and the connecting spaces which allows the fluid to move, making it permeable. If sandstone is coated with or has impermeable material pushed into the pore space, then it may become impermeable. The key here is the amount of force used to push the material into the spaces. At some point the force may become sufficiently high to break the cementation of the sandstone apart.

of course it is, it is a type of sedimentary rock and rocks are natural.
an impermeable membrane
Un impermeable is a raincoat.
Yes, plastic wrap is impermeable.
A raincoat is impermeable because it is made with fabric or plastic that is made to repel water.
Preventing especially liquids to pass or diffuse through; "impermeable stone"; "an impermeable layer of scum"; "a coat impermeable to rain"
Gritstone, a hard course-grained sandstone, was used for grinding things to smaller pieces.
