Ozone is a molecule, a gas at normal atmospheric temperatures. It is harmful for humans to breathe too much in each breath, so when it is in the air we breathe, we call it a pollutant. When it is above our heads, we call it "the ozone layer" and it protects us from UV-B from our Sun. "pollutant" and "pollution" are valueless labels. If you live in a place that only ever gets 7 inches of rainfall each year, and you have a population that requires 8 inches of rainfall a year, they call it a "drought" when they don't get 8 inches of rainfall. Valueless label.
