Soil is formed through erosion of rocks, over long periods of time, and rocks are created through the movement of tectonic plates and volcanic actions. So soil must be continually formed, but very slowly. Geologists have realised for some years now that the earth's crust is continually moving and changing, and part of this process must be the production of new soil and the swallowing up of old soil through subduction. Of course man made changes such as de-forestation have resulted in soil being washed away into the oceans in some areas, and renewing this loss will take many thousands if not millions of years.

Fertile is renewable albeit at a very slow rate. It can take up to one thousand years to renew one inch of topsoil that is washed or blown away.
