Yes there has been a hurricane that has been named Victoria but not Tori. But Victoria was just a tropical storm but i still think it was really a hurricane instead of a tropical storm.

It's a little hard to tell because so many things that were not really hurricanes were named Hurricane Casey. The Casey Anthony trial was named hurricane Casey. A golf tournament was referred to by this name, a singer named Brian Burns has a song by that name, and on and on. But it doesn't appear there has ever been a real hurricane named Casey.

The name Samantha is not in the official rotation of Atlantic hurricane names (the male name Sam is, but the number of yearly storms has almost never made it to the the letter S).There hasn't been one in the past either.
The name Samantha does not appear on any lists of current hurricane names. The only way for the name Samantha to be used is if a storm with a female name starting with S is bad enough to have that name retired. This probably won't happen any time soon as few hurricane season make it as far as S (storms are named in alphabetical order) and the S name for this year is male.
